China will strengthen HFCs emission control 06-07-2021

Summary: China will strengthen HFCs emission control, and conscientiously abide the Regulation on the Administration of Ozone Depleting Substances and the Montreal Protocol on Substances that Deplete the Ozone Layer.

At the beginning of May 2021, Li Gao, the director of the Climate Department, Ministry of Ecology and Environment of China, stated that China will strengthen hydrofluorocarbons (HFCs) emission control, and will gradually extend from strengthening the control of HFCs to all other non-carbon dioxide greenhouse gases. On 8 May, Huang Qiurun, the Minister of Ecology and Environment, presided over the meeting, reviewed and approved in principle the Regulation on the Administration of Ozone Depleting Substances (Revised Draft).


On 28 April, the spokesman of the Ministry of Ecology and Environment, Liu Youbin, hosted a regular press conference. Liu Youbin said that China has earnestly fulfilled its obligations under the Regulation on the Administration of Ozone Depleting Substances and the Montreal Protocol on Substances that Deplete the Ozone Layer. China attaches great importance to the supervision of ozone-depleting substances (ODS), and plans to build monitoring stations for ODS background concentration in 2021. China will strengthen the supervision of enterprises whose by-product is carbon tetrachloride (CTC), and monitor the CTC production of enterprises online and quantitatively.


On 16 April, China has decided to accept the Kigali Amendment to Montreal Protocol and to strengthen the control of non-carbon dioxide greenhouse gases such as HFCs. According to the Montreal Protocol on Substances that Deplete the Ozone Layer, China will reduce hydrochlorofluorocarbons (HCFCs) used for ODS to 65% and 32.5% of the baseline level in 2020 and 2025, and achieve complete phase-out by 2030.

According to the data in the table, China's HCFCs production quota is showing a downward trend. In 2021, China's production quota of HCFCs reduced by 31.33%, and R22's quota reduced by 27.08%, compared with 2014. In 2020, China's production quota of HCFCs reduced by 57,213 tonnes, declined by 16.35% compared with 2019. Since China accepted the Montreal Protocol, China will further strengthen its emission control of HCFCs and promote the development and marketization of new refrigerants for domestic enterprises.

Lecron Industrial Development Group Co., Ltd. said on the investment interactive platform that the company's fourth-generation environmentally friendly refrigerant project has been completed; the product is HFO-1234yf, and the product is already in the market development period.

Zhejiang Juhua Co., Ltd. said that the company's 35,000 t/a hydrocarbon refrigerant project is under construction.
